Excellent post. Just stumbled across an excellent site with UK government documents on it - www.officialdocumentwatch.com is a really well made site and them seem to be very up to date - always posting the latest UK government documents released to the public. Worth a look.

The whole gripe against INGOs is that they report the truth of what is really happening in sri lanka,to their principals.
How many super rich "devout" buddhist philanthropists support programs to help the poorest of the poor? They are all amassing tons of 'merit' by 'goldplating' buddhism, carrying relics, becoming 'nilames' of temples, conducting bodhi poojas & all-night pirith ceremonies. The army is amassing 'merit' by planting buddha statues.
There are no beggers in western countries with large per capita incomes, and most citizens donate small amounts to charity each month and these donations support their NGOs in third world countries.
Their politicians listen to grievances, dissatisfaction and problems of all communities equally - that is a part of real democracy.

No need to get too heated about Sir Peter, UK Foreign Secretary et el. They too have an election round the corner - so it is time to posture.

Note the key word - NGOs. Sir Peter is not offering UK government's money (they don't have any - bankrupt!!!). Some NGOs and the UN reps are already very much active in the IDP resettlement process. So what is new, Sir Peter??

Maybe Sir Peter is speaking on behalf of the Global Tamil Forum; the Tamil Diaspora may be offering the money and the INGOs for managing the IDP resettlement process.

The International monitors of the 2002 Cease Fire Agreement looked the other way when the LTTE was arming to its teeth with the help of some NGOs and INGOs, and the money and weapons coming from the Tamil Diaspora. Given this recent history, who can blame the Sri Lankan Government if it is dubious about this offer of INGO/NGO involvement - coming hot on the heels of Miliband's ‘love-in’ with the GTF?

Sir Peter should take a message back to the GTF: "Promote reconciliation and co-existence and not separatism in Sri Lanka. Then the people in Sri Lanka will welcome GTF's involvement in any peaceful process in Sri Lanka."

Meanwhile, the peace loving Tamils in the Diaspora should do their own thing. Please materially help their kith and kin in these difficult times; and also contribute ideas on how people of all races and religions could best co-exist in one country; and in any part of that country; without racially based demarcations. Sir Peter should know that this is the case in some parts of Sri Lanka today.

You better get rid of your slave mentality towards your western masters and try to stand on your own leg. We can live without West even if you can't. GSP+ is not something we need but it is handy to have and therefore it is worth trying. However if we lose GSP+ it is not the end of the world for us.
