Short Of Raincoats

A Government that waxes eloquent on war heroes apparently lacks sufficient raincoats to protect them from the elements.
This reporter, while walking past Flower Road (Sir Ernest de Silva Mawatha) last Friday night which was a rainy day, came across an armed soldier without a mackintosh ostensibly walking towards his point of duty.
When I asked him why he was not wearing a mackintosh, he alleged that the army was short of such.  A few yards ahead, I met another armed sentry, this soldier however had his mackintosh on, but despite its protection he was shivering.
