The Excise Superintendent – Batticaloa says Chief Minister, Eastern Province, Sivanesathurai Chandrakanthan alias Pillayan has threatened him with death for issuing liquor licenses to Sinhalese tavern owners in the Batticaloa District.
Nadarajah Sushatharan claims he has been threatened with death by the Chief Minister for failing to terminate liquor licences given to Sinhala bar owners in the district.
“Since 2008, Pillayan has been urging me to stop issuing new liquor licences to the Sinhalese and to terminate the existing licenses and I have  refused to comply with these instructions. Pillayan has found it extremely difficult to extort money from Sinhala bar owners although he could collect money from the Tamil bar owners. I put a complete stop to this extortion with the support of the Senior DIG – Batticaloa, Edison Gunathilake. This is why Pillayan is angry with me,” Sushatharan told The Sunday Leader.
“All these threats are because I failed to abide by Pillayan’s instructions. How could Pillayan instruct me to terminate liquor licenses given to Sinhala bar owners if they have met the requirements?  According to Excise Circular No: 902 the Gazette notification is clear. Once the requirements are met we are not supposed to prevent them from obtaining licences. In such an event the applicants could file fundamental rights cases against me,” said Sushatharan.
According to Sushatharan, Pillayan had called all Tamil bar owners in the district for an urgent meeting last Sunday (12) at his official residence at Lake Road, Batticaloa where he had allegedly informed them that he would not allow the Sinhalese to take away the resources in the Eastern Province for their benefit and would kill the Excise Superintendent at the earliest. “I was told by a group of Tamil bar owners who were present at this meeting that Pillayan has pledged to kill me soon as I have failed to carry out his orders,” Sushatharan claimed.
Sushatharan has submitted written requests to President’s Secretary Lalith Weeratunga and Commissioner General of Excise, D.G.M.V. Hapuarachchi to provide him with necessary security and has lodged a complaint with the Batticaloa police. Commissioner General Excise D.G.M.V. Hapuarachchi told The Sunday Leader that he has referred Sushatharan’s request to the Senior DIG – Batticaloa Edison Gunathilake for necessary action.
Refuting allegations of threatening Sushatharan with death, Eastern Province Chief Minister Sivanesathurai Chandrakanthan alias Pillayan however admitted to The Sunday Leader that he indeed wants liquor sales to be banned from the district asserting it was in that context he wanted Sushatharan to terminate liquor licenses to Sinhalese bar owners as an initiative.
“How could I wait without taking action against the sale of liquor when I know how this has affected the people? In addition I have instructed all liquor sellers in the district to contribute 5% of their income to the welfare of the Eastern Province. I have also come to know that Sushatharan together with some Sinhala bar owners are extorting money from other liquor bar owners and that is why I have instructed him to terminate liquor licenses of the Sinhalese,” the Chief Minister said.

    If the district minister wants to phase out and ban liquor all ‘ultra’ Sinhala Buddhists would be with him to the letter, so start with no ethnic identity. May be for a start some right thinking bar owners of any ethnic group known to the Minister can support him. As liquor cause social strife then the use of money generated from the sale of liquor for welfare is counter productive or is it?

    This is one of the core problems in the Provincial Council System. CM can do whatever he/she wants unless the Central Government intervenes. Is Pillayan trying to form a mono ethnic town in Batti?

      thats wat will happen when the biggest party in the country(SLFP), with the help of Mr.president make an ex-combatant with no political or leadership knowledge to become chief minister , eventhough the people voted for a different person.

    If he wants to die it’s his problem, but he as a public servant can not issue hateful statements against one ethnic community. He could say “issuing bar licences” but can not add 1 particular ethnicity like “sinhalese” or “muslims” or “tamils”. I hope the authorities take swift action against this guy for spreading “racially motivated statements” if the hard earned peace to prevail.

    Best option is to appoint Honourable MP mervyn silva as chief minister of Eastern province with immediate effect. i wonder why President is waiting to do this. Mevyn is capable of solving these problems by tying Pillayan to a three.

    All residence of Arayampathy know where this Susha(Sushatharan) came from how he collected money from each corner of the illegal drugs dealers and bar owners.He was the main supporter of LTTE , Now he is grouping with Karuna and DIG of Batticaloa to harvest his randsome. Also he is the main leader for leading ethnic problem(border problem) between Kattankudy and Arayampathy.
    Chief Minister done good work against this rascal, government should take proper action against Susa and do proper investigation against his unlawful duty and his belongs(money and property) GOOD LUCK CHIEF MINISTER

    How do Devananda’s goons exist, if not in a similar manner?
