Funding To Come In The Budget-P. B. Jayasundera

  • Implementation Of LLRC Recommendations

By Mandana Ismail Abeywickrema

The government is to allocate monies required for the implementation of the recommendations of the Lessons Learnt and Reconciliation Commission (LLRC) in the 2013 Budget.
Treasury Secretary Dr P. B. Jayasundera said that allocations for the implementation of the LLRC recommendations would be made from next year onwards.
He however did not elaborate on the quantity of the allocations that would be made to the ministries for the purpose.
He said the government is currently working on preparing the 2013 budget.
The Finance Ministry has called on the ministries to submit their requirements and proposals for 2013 to be accommodated in the budget.
Head of the Presidential Task Force on the implementation of the LLRC recommendations, Presidential Secretary Lalith Weeratunga said while releasing the LLRC Action Plan, that funding was required for most ministries to carry out the implementation work.
He explained that while some ministries had already commenced implementing certain short-term recommendations in the LLRC report, a large portion of the recommendations could not be implemented due to lack of funds.
“Most ministries would be able to implement most of the LLRC recommendations after budgetary allocations are made in the 2013 budget,” Weeratunga said.

Yes, funding is coming from borrowings.

    • Ane Apoi!

Whether the funds come from borrowings does not bother the affected Tamils and Muslims and some Sinhalese too. Further, it is better to invest the borrowings on a good cause than to misuse in Greek bonds!!
When Rs. 14 billion Supplementary Estimates are submitted for 2012 to purchase cars and to stregthen the Min of Defence, do not Jayasundera and Weeratunga know that it could the way out for LLRC recommendation implementation too?
Secondly, if as the President has said 50% of the LLRC recommendations have been implemented already the money requirement could be low and such Supplementary Estimates could have been managed, if the government was keen in implementing the Action Plan.
Thirdly, some recommendations like the appointing of a National Land Commission does not require any monies and could have been implemented within the current budget for 2012, which probably is unknown to the GREATS like Weeratunaga and Jayasundera.
What a pity and nonsense by these torch bearers and their lackadaisical approaches?

PB must start wearing a dirty blood colour SATAKAYA too. They still think that people of this country are buffeloes. I challange that if there is a free and fare election tomorrow Paske wouldnt get 25% votes according to our own survey in 15 towns and villages across the country.

Why the hell the bullshit Professor earlier said that the LLRC will not implement? Just to make the citizens fools?

This finance ministry monkey has funds to release for 3 completely worthless provincial council elections but idiot does not have funds for the implementation of the LLRC proposal. He has no clue as to how much he needs.
Dirtbags like this are the tragedy of this country, we have no idea as to what our priorities are. All our so called rulers are interested in is making their next fast buck by thinking of the next so called project to earn their commis, like the Nuclear Early Warning System. Who asked for this, is this such a priority over the other burning issues of this country, was this a urgent purchase, who called for tenders for this purchase IF tenders were called at all, how much did these cost ,these are the questions our Pathetic, looser of an opposition leader should be asking this totally corrupt government family of thieves.
