Bid To Swindle Public Money With Shopping Mall In Kotte

By Nirmala Kannangara

Municipal Commissioner of the Sri Jayawardenapura Kotte Municipal Council (SJKMC) is accused of planning to build a luxury shopping mall in Welikada without a proper plan and an estimate. SJKMC ruling party member R. Ponnamperuma said that although constructing a shopping mall in Welikada is a good idea, the Municipal Commissioner and some council members are trying to swindle council money in the guise of constructing a shopping mall.

“From the inception, there was no transparency. That is why I always raised concern as to why the council is trying to get this mall constructed at the earliest. I have a feeling that public money is to be misused in a big way and that was why I made a complaint with the Bribery Commission and informed the Auditor General’s Department to carry out an investigation,” said Ponnamperuma.

According to him, the proposed shopping complex project is going to be a white elephant. “It is to be initiated solely to ‘earn’ money,” he charged. “The cost for this proposed shopping complex has been estimated as Rs.2,000 million. We wanted to know as to who made the estimate and how the constructor is going to be selected.

The entire project has to be transparent if not we as council members cannot allow this to be initiated which is wastage of tax payers’ money,” said Ponnamperuma.
