The Power Generation Mix

  • There still seem to be no comprehensive plans in sight as Sri Lanka looks at alternative power sources

Despite reports that the proposed second coal-fired, Indian-backed power plant in Sampur, Trincomaleee would be converted into a Liquefied Natural Gas (LNG) plant, a top official of the Ceylon Electricity Board (CEB) and senior electrical engineer stressed that there won’t be a such a move by the Board.

CEB Chairman Anura Wijayapala told The Sunday Leader that in case they decided to go for a LNG plant, it would be located in Colombo or in close proximity to Colombo.Wijayapala says that going by recent experience, especially with the technical issues with coal fired plants, LNG has come up as a better option.

Wijayapala also said that there was no truth in recent reports (not in The Sunday Leader) about the Government having discussions with India and Japan to convert the proposed coal-fired power plant in Sampur from coal to Liquefied Natural Gas (LNG).

The CEB Chief said exerting pressure to stop the on-going plans for the Sampur coal power plant which will generate 500MW of power is useless when Sri Lanka is surrounded by many other coal power plants in the region where power generation is over 100,000 megawatts, particularly those in the Indian sub-continent. He said that Sri Lanka, while looking to minimise coal, would focus more on renewables to meet its energy needs for the next three to five years, as alternatives offered by gas-fired power generation remain too costly.

 

LNG facilities and distribution lacking

However, CEB engineers believe that LNG facilities and distribution systems are still lacking. More urgently, plans for coal and renewable generation, as well as the cross-border energy trade with India have yet to be firmed up.

“We believe that oil will gradually become less significant in the Sri Lankan power generation mix, as the government appears to be putting well-thought policies in place and private sector investors appear more confident of the country’s business environment,” an engineer said.

Sri Lanka relies most significantly on oil, hydropower and increasingly, coal, generation to meet the country’s electricity demand, but has looked to the possibility of introducing LNG generation, which thus far has been excluded because of the lack of infrastructure and high cost of fuel vis-a-vis coal prices.

In part, this reflects the country’s improving economic outlook which should see electricity demand rise as well.

Science, Technology and Research Minister Susil Premajayantha strongly believes that Sri Lanka does not need more coal-fired power plants. He called for a switch to natural gas and renewable energy.

Premjayantha has, from the time he was Minister of Power and Energy, Environment and Natural Resources, stressed that the country should mix its energy needs rather than depend on one source and at the same time give priority to green energy.

At a media briefing at Sethsiripaya in Battaramulla earlier this week, the minister stressed that shortcomings and loopholes in the initial energy planning and management was one of the prime causes for problems and issues leading to an energy crisis.He stated that Sri Lanka has sufficient coal-fired power plants and it is high time to shift towards other energy resources. Premajayantha also said that since the world gas prices were now at its lowest, the country could use natural gas instead of coal power and also it could use the gas found in the Mannar basin. The minister believes that the LNG found in the Mannar basin would be sufficient to run a 600 MW power plant for 25 years. Stressing that solar power could be added to the national grid without any dangerous gases that pollute the environment, Minister Premajayantha said,”The problem now is that the base load of the national electricity supply was given by coal and oil though earlier it had been hydro-power.

I am against this trend. That is the reason why it takes such a long period to restart the plants and restore the country’s power after a power outage like in recent incidents,” he added. He also said the Science and Technology Ministry had taken steps to train some 3000 undergraduates and technical officers to assist them to operate the high-tech solar power plants that would be made by using silica similar to glass windows in houses or buildings.

 

Ruling out the possibility to convert

Meanwhile, some engineers ruled out the possibility of converting all thermal power plants in the country to LNG fuelled projects.

A senior engineer said that three feasibility studies were done some time back on the possibility of converting thermal plants into LNG, however, the result was unfavourable. “One study was done with the support of a Japanese firm. This too, proved unsuccessful,” he added.

He said that they were aware that certain institutions were conducting feasibility studies.

“What we want is transparency and the involvement of CEB officials in these studies. Past experience shows that some institutions always try not to be transparent because of the hidden costs involved. We don’t want to burden consumers with such costs,” he said.

He also said that when Patali Champika Ranawaka who is an electrical engineer himself was Power and Energy Minister, there were cautions about institutions that looked for short-cuts and quick revenue.

Ranawaka, as the then Power and Energy Minister was on record saying said that the government would decide on the conversion shortly.  However, he said, the prime issue that needed to be addressed was the transportation of the LNG.

“LNG has to be compressed to be transported and has to be then transformed to a liquid gas to be used in the plant,” another engineer said. He said that the government needs to decide on whether the country should opt for a fixed or floating LNG terminal. Constructing a fixed terminal would take time, while the floating option could be initiated almost immediately.

LNG would cost much less than diesel and its carbon dioxide emissions were one third of that emitted by coal power plants. Studies have also revealed that the country may have the necessary LNG resources soon. “The drilling for oil in the Mannar Basin has already commenced and they have found gas as well. Therefore, we may easily find the necessary resources to operate LNG plants too,” an official said. It is understood that that conversion would involve some 800 MWs of electricity currently generated through thermal power.

 

World Renowned expert on Sri Lanka’s Wind Potential

World renowned Sri Lankan-born Professor I M Dharmadasa, who is a professor of electronic materials and devices at Sheffield Hallam University in the United Kingdom, says Sri Lanka has the largest drip irrigation system and is identified as the hot spot of solar energy applications. He went to say that his vision is to go for renewable energy.

Professor Dharmadasa has been doing research on solar energy conversion over the past three decades and has been promoting renewable energy applications over the past two decades. At a seminar organised by the Sustainable Energy Authority of Sri Lanka, Professor Dharmadasa described how solar power could assist in the social and economic development of Sri Lanka, using various applications at different power levels.

He said the largest impact in the short-term will come from drip-irrigation and community water pumping systems, combined with `Solar Village’ concepts introduced recently for social development.

One of the most effective ways to re-settle war-affected people and to develop the entire country would be by the installation of such systems, as a first wave of actions to improve agriculture and enhance food production, he says. In the second wave of actions, small industries would be established to benefit from an enhanced food production process, and a healthy export business would be developed. Other large-scale solar power applications are also presented and relevant recommendations are made in order for Sri Lanka to move towards an energy independent and fully developed country.

 

The way forward with solar energy

One of the first commercial uses of solar cells in the late 1950s was as a power source for space satellites. Later, in the 1970s a large expansion was seen into small power applications such as calculators and wrist watches. These power requirements were less than 1W, but larger systems appeared in remote communication centers and satellites. In the future, these applications will continue to thrive and solar cells based on organic materials will have a place in low-power applications. Professor Dharmadasa said one third of the world’s population, more than two billion people, are not connected to power grids and therefore their lighting requirements are mainly based on kerosene oil. The PV industry has developed stand-alone solar home systems powered by a ~50 W solar panel. These systems provide basic needs like lighting and power for the radio and television, and to improve health, education and the standard of living for the poorest sections of the population.

The television is the main attraction for rapid market penetration of this system. In Sri Lanka, about 20 per cent of the population has no electricity from the grid and these applications have been growing rapidly over the past two to three decades.

In the early 1990s one or two local companies were struggling to install these systems, without making profits, but today 13 such companies install these systems round the country making a profitable business.

There are about 130,000 solar home systems installed in the country at present, and this is equivalent to ~6.5 MW power generation eliminating power cables. The local solar energy companies are currently creating new jobs for young people and install about 2000 solar home systems per month.

He said this rate seems to be very impressive, but Sri Lanka has about one million rural homes that cannot be easily served by the national grid, and it would take about 40 years to complete village electrification using solar power at the current rate. To achieve full village electrification in five years, an eight-fold expansion of the solar power sector is required.

Both expansion of existing companies and an increase of the number of solar energy companies within Sri Lanka are urgently needed. Concentrating on a `large number of small systems will have a huge impact at this stage for the most needy people in Sri Lanka.

In current solar home systems, low power fluorescent lamps are used with DC electricity. Over the coming years domestic lighting is likely to be replaced by low power Light Emitting Diodes (LEDs), also operating on DC electricity, with minimal power. The establishment of the Regional Centre for Energy Efficient Lighting (RCEEL) in April 2009 in Colombo by Sri Lanka Sustainable Energy Authority (SLSEA) with the support from USAID is the right way forward for sustainable development in this field. With the introduction of LEDs for domestic lighting, the solar home systems now popular in rural areas in developing countries will have applications in developed countries. Also such LED lamps can be powered by one or two solar panels fixed on roofs in developed regions, creating a large demand for solar energy application companies.

In addition to the solar home systems, there are numerous applications in the 50 W power range; street lighting, solar lanterns, solar powered parking ticket machines, and traffic lights are only some.

Being an agricultural country with about 80 percent of the population living in villages, Sri Lanka is likely to experience rapid development in food production with small drip-irrigation systems powered with one solar panel of ~100 W. This requires only a solar panel with 10 percent conversion efficiency. At present, Sri Lanka has the largest solar powered drip-irrigation programme in the world, introduced by the Ministry of Agriculture. Five thousand systems have been distributed in the dry zone and some of them are used very effectively to produce crops, increasing additional income for village families.

However, during the survey carried out in September 2008 by Professor Dharmadasa and 80 Geography final year students led by Dr.Krishan Deheragoda – former Chairman of SLSEA, it was found that many systems are still not being used. The authorities who distributed 5000 drip-irrigation systems must urgently carry out a review of these, with the aim of getting as many as possible working. More systems should be installed in every part of Sri Lanka among village communities. There is an additional problem in that distributors of agricultural products seem to be making inflated profits. This must be rectified so that benefits are returned to producers through higher margins and to customers from lower-end prices. Although the additional power produced by these 5000 systems at the place of energy requirement is only 0.5 MW, the impact of these by wealth creation, social development and reduction of poverty is substantial.

The drip-irrigation system would be an excellent way of re-settling small groups of war-affected people in the North and the East. These people would re-settle quickly in their villages and become involved in the production of food. The Jaffna peninsula is slowly becoming a desert, and the sand and palm trees are the early sign of this natural process.

Drip-irrigation using the sunshine available will quickly settle down internally displaced people (IDPs), create food we require and slow down the detrimental desertification. Introduction of organised tree planting projects will convert this sandy land to a `green carpet (haritha piyasa) converting this arid area to a pleasant oasis.

A solar powered drip-irrigation system is an excellent method to re-settle war affected people rapidly, improve agricultural crops, stop desertification in the North and convert the country into an eco-tourist centre, believes Professor Dharmadasa. Speaking on solar applications in (500-1000) W range, he said there are numerous applications in this power range.

An 800 W system has been installed at Hunugallewa School in Galgamuwa Electorate to power computers in the school.  The school has no electricity from the national grid, but about 850 school children benefit from this modern facility to learn using new technologies.

Information Technology (IT) is the key to modern society and all school children should be exposed to these new technologies from their early stages of studies. During the survey carried out in September 2008, the team from Sri Jayewardenapura University (SJU) used this school premises to have their picnic lunch and observe the new developments.

He said the 80 university students who participated in this survey, came from different parts of the country, and were very impressed by the way the school buildings were embedded among the indigenous fruit trees such as mango and others, producing a cooling effect.

    All these proposals are unrealistic as all these countries have become rich on coal fueled electricity and the Act No 20 of 2009 specifically lays down that the national electricity policy is least cost electricity as such how can any parliamentarian suggest plans against our country’s laws which they themselves made as they all get free electricity they are unaware that we have one of the highest priced electricity in the world if their plans are carried out this UNP government would not last another 2 years for no investor would come to Sri lanka because of the high price of electricity

      That is extending the stupidity.- there is malaysia, australia, Indonesia they are the world leaders 2,3 and,5 all facing Trinco not Colombo so the contractor can lay the necessary facilities for imports and export of electricity to wherever.

      Presumably you are not aware that these chinese silica product has to be replenished every 3 years. And you are challenging 25 years. When all he said was the price is low and will remain so. At a later date he would extract Manner if and when necessary.- if the cost of the whole setup can be recovered in X years that is what matters- heard of biodegradable buildings?? When the money is recovered the building is useless for occupier- get another Validity of building 20 years manufactured Swiss.

    Dear Mr. Professor, In mother Lanka, all the energy professionals, experts, CEB, government and private decisions markers and politicians as far as energy is concerned are not in this world, for that matter. living far away in the real way gone dark ages, and don’t know a clue about what’s going on in the real now a day’s energy world. Just NATO, no action talk only. Before going further to the main subjects, let me highlight few things for all’s information for CEB supposed to be have 1500 engineers and how smart they are in providing the nation’s energy. The electrical power being used in the Boston area in the USA is brought in by a single cable of 1500 miles long with 2% power loss, from the hydro electric dams in Northern Ontario, Canada. Few years back, one Indian engineer known to me, working for Siemens which had the contract to maintain the substations and supply circuits for Dubai Electricity Company, said they have apart from the main circuit additional three back circuits to maintain constant power supply, if one fails the other takes over automatically in a blink of an eye. No one notice there is a power failure. In Sweden, the entire power generation net work of 18 hydroelectric dams are controlled from one central control center manned by only two persons. From these dams, they get cheap energy for more than their needs. This is the reason Facebook has set up their cloud servers there in a 300,000 sq ft facility. In the US, they are going to double their power supply without adding new capacity by upgrading their grid to smart grid and using energy efficient bulbs, appliances and equipment and machinery. Gas is cheap, plenty and current world’s reserve would last for hundreds of years, particularly in the US, their is a glut and prices are historically lowest. To take advantage of this, they are converting their entire fleet of municipality trucks, passenger and good transportation vehicles , even converting coal power plants to gas. Also they are converting gas import facilities to export to Asia – China, Japan, Korea and India. In Morocco, they and the Saudi’s are setting up a solar plant the size of three hundred soccer fields. There intention, first to them, next with several other plants to supply to Europe with under water cables through the Mediterranean. In India, in Gujarat, Mr. Modi is building a solar plant the size of Manhattan Island. Now to the subject. Solar going to be the king of energy. It’s going to push oil, coal and nuclear energy to the dust bin. It’s cheap and plenty. Only one time investment to set it up with regular maintenance, and solar energy is free and clean unlike oil, coal and nuclear.     Prof Dharmasena seems to be totally misinformed when he says 20% of island is not connected to the grid. True fig is less than 1%. Accordingly his proposal of off grid solar villages is completely out dated. It is this kind of fly by night self proclaimed experts we have to guard against. Our politicians who are mostly untrained in sciences or scientific method should learn to trust our own experts who have faithfully remained in the country when they could have got very lucrative jobs overseas..
