The price of war


With a record defence budget of over Rs. 170 bn and a tax regime sucking the life out of the ordinary people a new initiative has now been launched where people and schools are being called upon to directly donate cash and goods for the war effort. It was only last week that even school children were called upon to donate specified items for the forces personnel in the war front while the Cabinet approved over Rs. 1 billion on Wednesday to revive the bankrupt budget airline Mihin with the lease of a new aircraft. India wants Mahinda to talk to TNA

Indian Prime Minister Manmohan Singh has called on President Mahinda Rajapakse to commence talks with the Tamil National Alliance (TNA) and finalise a political package to resolve the ethnic conflict as a matter of priority, The Sunday Leader learns.

Singh had told President Rajapakse that if he is reluctant to open a dialogue with the LTTE or its Leader Velupillai Pirapaharan, then the least he could do was to open talks with the TNA and arrive at a settlement. 

The Indian Prime Minister had expressed his opinion that no political solution would be of any effect if the representatives of the north and east were not part of it. Singh' s proposals to Rajapakse were revealed by Congress Party President in Tamil Nadu and Lok Sabah Member V. Thangabalu in an interview with The Sunday Leader in Chennai last week.

Thangabalu said that he also believed that if the Sri Lankan government was genuine in finding a political solution to the ethnic crisis, then the TNA could play a vital role.  

Thangabalu met with the Prime Minister to discuss the Sri Lankan crisis before Singh met with President Rajapakse the previous week in New Delhi.

The President, it is learned had informed the Indian Premier an invitation was extended to the TNA for talks but that the party had not attended the meeting.

It is learned the President informed the Indian Premier he would once again invite the TNA for talks shortly. 

Thangabalu told The Sunday Leader the Congress Government wanted the Sri Lankan Government to submit a political package, which was an improvement on the 13th Amendment. He also, said the Congress Party could never forgive LTTE Leader Velupillai Pirapaharan for the murder of former Prime Minister Rajiv Gandhi. 

However, he said the Government must go for a ceasefire to ensure Tamil civilians are not affected by the on going military operations.

Thangabalu also said he reflected the official position of the Congress Party of India.

Meanwhile, Opposition Leader Ranil Wickremesinghe too at his meeting with the President urged him to open a dialogue with the TNA to arrive at a settlement. Wickremesinghe had also said the time was not opportune to go for a ceasefire with the LTTE. 

Wickremasinghe told Indian Foreign Minister Pranab Mukurjee during his visit to New Delhi last week that given the ground situation, no guarantees could be placed on a ceasefire and that a political solution needed to be formalised urgently.

Wickremasinghe also said that as a minimum the government should commence a dialogue with the TNA.

However JVP defector Wimal Weerawansa has urged President Rajapakse to isolate the 'Tiger proxies' by dissolving Parliament and going for early elections.

 


Ranil puts UNP on election mode

The UNP's national executive committee that met yesterday under the leadership of Opposition Leader Ranil Wickremesinghe decided to immediately prepare the party to face a snap poll.

Wickremesinghe addressing the national executive committee at the party headquarters, Sirikotha, said that regardless of the statements made by the government of not calling elections any time soon as the main focus was on the war and development activities, it would be compelled to do so due to the economic crisis faced by the country and that the UNP should prepare itself to face a general election.

He added that due to the government's inability to arrest the rising cost of living, it would call for snap polls.

According to Wickremesinghe, the UNP is currently in the process of formulating the necessary policies to face the election.

"The country's economy, providing relief to the people, peace and war will play a key role among them," he said.

"We have already approved the need to either increase the salaries of the working masses by Rs. 7,500 or a 20% increase on their salaries. We are in the process of preparing the other proposals," he added.

Wickremesinghe also said that policies alone were not sufficient to win an election and emphasised the need for a strong organisational structure.

"We have to increase our organisational strength and you have to work on it from now on. If all the board committees were formed and registered, then there would have been a much larger crowd attending this meeting today. Issues that have been delayed have to be attended to immediately," he said.

Wickremesinghe also warned that organisers too would have to be changed if there was any weak point in the organisational work in this journey.

"Although the government said it would go for elections after capturing Kilinochchi, it would not be so. Since the government cannot pack up and leave when it is unable to pay the foreign loans, the only remaining option for the government is to call for a general election. Mahinda Chinthana has ruined the country's economy, so an election is the only answer. Therefore, let's ready ourselves to face it," Wickremesinghe said.


Norochcholai project funds splurged on VIPs

The JVP last week charged that the government has unleashed a state of financial terrorism in the country and splurged millions of rupees of the Norochcholai power project on vehicles and political propaganda for VIPs in the Power and Energy Ministry.

JVP Kegalle District Parliamentarian Gamini Ratnayake speaking during the committee stage of the budget debate on the Power and Energy Ministry and Petroleum and Petroleum Resources Ministry alleged that four cabs, one jeep and one car purchased from funds released for the Norochcholai coal power plant project at a cost of Rs. 15 million have been released for the usage of officials holding high office at the Power and Energy Ministry.

Ratnayake told The Sunday Leader that the vehicles were purchased using the money taken on loan for the Norochcholai project.

"Out of the Rs 140 million released for the project in 2008, Rs. 46 million has been spent so far. Of this amount, Rs. 15 million has been spent to purchase vehicles under the guise of being used for the project when in fact they are now being used by those who hold the highest offices at the Ministry," he said.

Ratnayake said that the Auditor General on May 7, 2008 in letter bearing number LP/C/MPE/2008/1 had requested the Power and Energy Ministry Secretary to submit a report on the expenditure of funds released for the Norochcholai power project.

The report submitted by the Ministry Secretary is said to have revealed that while Rs. 15 million has been spent on purchasing vehicles, Rs. 1.2 million on cut outs and advertisements and Rs. 1.6 million on project related work, only Rs. 1.8 million has been spent to relocate those who lost their houses and property due to the implementation of the power project.

"Apart from spending loan money to purchase vehicles to a massive amount of Rs. 15 million, these vehicles are not even used for project related work anymore. They are being used by the Ministry and the Ministry Secretary has admitted to it in a letter to the Auditor General," Ratnayake said.

It has been revealed that in letter bearing number PE/F14/2/22/2008, the Power and Energy Ministry Secretary has informed the Auditor General that the vehicles purchased from the Norochcholai power plant project funds have been given to the "political authority."

Ratnayake alleged that while the government has spent lavishly the loan money on vehicles and other matters, it is the people who are finally expected to shoulder the burden of paying them back.

"The whole country has to pay for this extravagance," he said.

Ratnayake also said that while one aim of Tiger terrorism was to cripple the country's economy, the financial terrorism unleashed by the government would also result in crippling the economy.

 


Education of 250,000 children affected by conflict

The current escalation of the conflict has affected 250,000 primary school children of their access to education, a recent UNICEF report said.

"Access to education for more than 250,000 primary school age children has been seriously disrupted and the current increase in displacements further aggravates this situation," according to the Mid Year Review of the UNICEF Humanitarian Action.

The report said the education sector was making efforts to prepare for and respond to the 'increasingly disruptive' impact of the conflict on children's schooling.

"Contingency stocks are being prepared with supply items of 65,500 student kits, 400 recreation kits and 2,500 teacher kits for distribution in the affected districts.

With UNICEF support in 2008, 35 temporary learning shelters have been constructed enabling 5,250 displaced students to return to school," the report said.

According to the report, 8,000 children continue to live in institutions in the North and East of the country.

The resumption of fighting in the north has also increased the risk of under-age recruitment by armed groups.

"Despite a strengthened mechanism in place to monitor and report on grave child rights violations through implementation of Security Council Resolution 1612, the recruitment of children by armed groups continues. The UNICEF database as of June 2008 registered 6,273 children having being recruited by LTTE since 2002; of these 1,415 cases remain outstanding, including 133 children who were under 18 years as of June 2008. Other child rights' violations related to conflict such as gender based violence, neglect, and child abuse," the report said.

 


1,974 Tigers killed this year says LTTE

One thousand nine hundred and seventy four Tigers have been killed this year, a pro-Tiger website quoting the LTTE said.

This is the highest number of Tigers killed that has been recorded since 1997 (2,112 killed) and 2000 (1,983 killed). The number of Tigers killed this year includes 1,398 male and 576 female cadres.

During the same period, the government has officially claimed a little over 1,300 security forces personnel were killed in action.

At least 1,000 LTTE cadres have been killed since 2006. According to the statistics, 4,180 Tigers in all have been killed since 2006.

The website also stated that 22,114 including 17,305 male and 4,809 female Tigers had been killed between November 27, 1982 to October 30, 2008.

In addition, a total of 372 Black Tigers (268 males and 164 females), 281 civilian auxiliary force members (276 males and five females) and 50 Tiger police personnel (47 males and three females) have been killed since 1982.

According to Government statistics, over 9000 Tigers have been killed in 2008.

 

 


Police spokesman silenced

An enjoining order was issued by the Colombo District Court on Friday on Police Media Spokesperson SSP Ranjith Gunasekera preventing him from making defamatory statements against the MTV channel.

District Judge Sisira Ratnayake had made the order following a civil suit filed by the television station claiming Rs. 100 million as damages from SSP Gunasekera.

MTV Channel Private Limited in its plaint had complained that SSP Gunasekara had been issuing malicious and defamatory statements against the respective media organisation and sending letters to the Chief Justice, Media Minister, IGP, Media Centre for National Security, Press Complaint Commission, other media institutions and all the police stations to be displayed in their notice boards in official letterheads of the Police Department.

Counsel Romesh de Silva PC, appearing for the plaintiff had told court that issuing such statements using police letterheads was not a duty assigned to the Police Media Spokesperson and that it was illegal and unlawful. MTV Channel had told court that SSP Gunasekara had issued several letters criticising media personnel and media reports telecast over the channel's news segments and alleged that it was done deliberately to create a bad impression among the general public and to destroy its reputation.

The channel had further requested for an order preventing SSP Gunasekara from making any defamatory statements and a declaration that the defendant has no right to make any defamatory statement against MTV channel Private Limited.

Supreme Court judge Raja Fernando passed away yesterday after a brief illness.

Justice Fernando who served in the Attorney General's Department before being appointed to the judiciary was highly respected in the legal profession and was considered an absolute gentleman.


Orugodawatte Refinery to be expanded

Preparations to expand the present oil refinery in Orugodawatte are to commence soon.

Papers on the proposal of the extension of the oil refinery in Orugodawatte are to be submitted to Cabinet for approval soon.

The oil refinery that is expected to benefit the country in the long run is a joint venture between the Sri Lankan and Israeli government.

The estimated cost for the project is Rs 1.5 billion. The Israeli government will bear 75% of the cost while the Sri Lankan government will have to bear the balance 25%.

However environmentalists are worried about the damage caused to the environment if the project goes through.   

Speaking to The Sunday Leader Minister of Petroleum and Petroleum Resources A.H.M.Fowzie refuting the allegations made by environmentalists said criticising the government whenever they undertook a new project was a common practice among a section of the public.

"If we commence this project soon we can bring down the cost even further. However there is always a party who is against the good work done by the government. These people don't understand the benefits that can be incurred by the country in the future," Fowzie said.

He added that residents in the area close to the oil refinery would be compensated well for their land and that it is better for the residents to move to a location further away from the refinery. 

"The basic studies are presently underway and the feasibility studies are expected to be completed soon. This process will take around six months. At present the necessary infrastructure has been provided and the required personnel for the project confirmed," Fowzie said.

'Nidhan Wasthu' deposition ceremony of the newly constructed 'Chaithaya' at Narahenpita Dabare Mawatha, Sri Gauthama Viharaya was held recently.

Seven Negombo policemen complain of victimisation

Seven police officers formerly attached to the Negombo Police Station have written to President Mahinda Rakapakse alleging that they were transferred out of the station on trumped up charges.

The seven in their letter say that their transfers relate to an arrest of Anton Sugatah Nishantha Fernando on November 12 last year. Fernando had complained to the  Bribery and Corruption Commission that the he was arrested and assaulted by the officers and threatened over a case he had filed against another officer at the Commission. The seven deny that they threatened Fernando. The seven say in the letter that Fernando and his family have a habit of complaining to various rights bodies when he has  charges against him  and due to this officers attached to the Negombo police station have refused or shown a reluctance to pursue investigations against Fernando or his family.

The letter says that Fernando and his family have disturbed the peace in the area but the residents have been reluctant to press charges against him. On September 20, this year Fernando was assassinated by an unidentified assassin and the Criminal Investigation Department is continuing investigations.The seven police officers have said that their transfers were purely based on the charges levelled against them by the late Fernando and his family at the Bribery Commission and that there was no proper inquiry undertaken before they were transferred out.


Man swims from Pooneryn to Jaffna

An unidentified man swam across the Kilali lagoon and reached Jaffna just four days before troops gained control of the strategic town, a UN situation update said last week.

"On November 11, a man swam from Pooneryn to Jaffna across the Jaffna Lagoon. He was arrested by the Security Forces while he was swimming and was sent to court," the Inter Agency Standing Committee (IASC) said in its latest situation report. "The court ordered him to go to the welfare centre."

IASC is an umbrella organization of the UN and other international agencies working in Sri Lanka. Troops reached Pooneryn after an absence of 15 years on November 15, morning.

The shallow Kilali lagoon that separates Pooneryn and Jaffna was traditionally navigated by small boats and a cause-way. The Tigers used to run a clandestine boat service till 1995 when they lost Jaffna.

The day before the man made his daring swim 15 more had reached Jaffna from the Vanni using boats, IASC said.

"On November 10, 15 people including eight females and two children reached Thanankilappu, Jaffna by boat from the Wanni. They have been placed in the Kayeetha School (an abandoned school in Jaffna Town) which is being used as a temporary accommodation centre along with the 47 people who arrived previously. This brings the total number of IDPs reaching Jaffna by boat from the Wanni to 62 people."

The Army saidthat on November 21,  39 civilians had reached Omanthai using the A9 road.

The 7th Annual get together of the Junior Old Boys Association of Joseph Vaz College and felicitation ceremony for past teachers of the school will be held on December 13, from 6pm onwards at Nimali reception hall Wennappuwa.

This year's annul get together was organized by the Junior Old Boy's Association. The organising committee says new membership can be obtained on the same day and has invited all old boy's to attend the get together.  

 


LTTE accused of destabilising the east using TMVP cadres

The LTTE is trying to use TMVP cadres to destabilise the east, but TMVP Spokesperson Azath Moulana said that the party was confident that its members would not allow the Tigers to do so.

Moulana speaking to The Sunday Leader said that the LTTE had not tried to force its members into the outfit.

It was reported in the media last week that the Tigers were forcing TMVP cadres to join the outfit and that around 70 cadres had already gone back to the LTTE.

Moulana however denied these reports saying that there had been no such moves by the LTTE to recall TMVP cadres into the organisation. Moulana also said that no TMVP cadre had gone back to the LTTE.

"There have been reports in the media recently that the LTTE was trying to force the TMVP cadres to join them. But, it has not happened so far. But, we cannot rule out such a possibility," Moulana said.

He also said that the Tigers had attempted to create disturbances in the east by attacking its offices during the past few weeks. Moulana said that the Tigers were using every opportunity to come back to the east and create trouble, as they were facing defeat in the northern battlefield.

The Tigers had claimed responsibility for attacks on TMVP camps in Vavunathivu and Chenkalady during the last two weeks, killing at least six of the cadres.

"The LTTE is trying to penetrate into the east and destabilise the region. There have been a few incidents targeting the TMVP cadres in the east. Some of our members were killed and some were injured due to LTTE attacks on our political offices. It is clearly evident that they (LTTE) want to disturb normalcy in the region. Our cadres and members are clear. They know why we broke away from the LTTE. Therefore, our cadres will not go back to the organisation whose main aim is to create terror," Moulana added.


Fighting takes its toll in Muhamalai

At least 130 soldiers were killed and450 injured in fighting along the Muhamalai frontline in three days last week, the pro-Tiger TamilNet said last week quoting unnamed government military sources.

"At least 130 Sri Lanka Army (SLA) soldiers lost their lives and more than 450 were wounded in the offensive push within the last three days in Ki'laali and Mukamaalai fronts, according to a reliable Sri Lankan military source," TamilNet said. It added that the Tigers had released details of the battles in Muhamalai between November 15 and 18.

The Defence Ministry did not give out any casualty figures, but said that during the battles government forces had advanced up to the first LTTE defence line.

 "Sri Lanka Army latest offensive elements 53 and 55 Divisions are now in the process of consolidating their positions in the newly captured LTTE's first line of defence at the northern theatre of operations," it said.

The army said that at least 50 Tigers had been killed in the clashes in Muhamalai. "Smashing the conventional notion that the Tigers' Forward Defence Lines in Muhamalai and Kilaly cannot be challenged, troops in Jaffna yesterday overran the first LTTE Forward Defence Line in the strategic bottleneck and the lagoon to the north and south of the Jaffna-Kandy Highway killing over 50 militants," the army said.


TN parties fast for ceasefire

Several Tamil political parties in Tamil Nadu on Friday observed a fast condemning the killing of Tamil civilians in Sri Lanka.

Tamil political parties including Dalit Panthers, MDMK, Periyar Dravidar Kazhagam, Bahujan Samaj Party (BSP), RJD, Ambedkar Thondar Padai, National Congress Party (NCP), Lok Janasakthi and Forward Block took part in the fast.

The parties called for an immediate ceasefire in Sri Lanka.
